THE NATIONAL PRESIDENT

TO

  • The Secretary General of the Central Committee;
  • Heads of the Pre-selection and Nomination Committees;
  • All CPDM Militants.

On the 9th of February 2020, the people of Cameroon shall be called upon to elect new representatives at the National Assembly through a free and transparent vote, another expression of the dynamism of national political life and the force of our democratic achievements.

In view of our country’s ambitions on every aspects, especially with regards to peace building, strengthening national unity and territorial integrity, modernisation of institutions, development of infrastructure, rapid growth and better living conditions, the new Parliament needs men and women, capable of meeting the historical challenges Cameroon has set itself during the seven-year mandate of « Great Opportunities ».

As usual, the Cameroon People’s Democratic Movement will take part in the elections with the aim of enhancing its majority seats in the National Assembly, after its stunning victory during the Senatorial elections of 25 March 2018, which gave the Party an overwhelming majority in the Upper House of Parliament.

To this effect, the party’s candidates must be rigorously and objectively selected, taking into consideration the level of challenges as well as the political and competitive atmosphere resulting from 7 October 2018 Presidential election.

This Circular sets out the conditions and procedures for the pre-selection and nomination of the Party’s candidates for the upcoming legislative elections, under the guidance of the Central Committee, in accordance with Article 23 of the Party’s Statutes, in relation to the militants’ base. The operations relating thereto shall be carried out in a spirit of openness, political maturity and consensus-building, in the best interests of the Party, the Nation and the living together.

  1. CANDIDATURES
  1. Conditions to be met

The Division constituting the electoral constituency and the legislative election organized on the based on the list system, the drafting of candidates’ lists nominated by the Party is carried out based on the division. Each list shall comprise substantive candidates and their alternates. The same rules shall be applied to special constituencies. The conditions to be met relate to the candidates and lists of candidates.

  1. For candidates :
  2. nationality : be a Cameroonian;
  3. age: be twenty-three (23) years old on the date of election;
  4. literacy : have a good command of English or French;
  5. political career within the Party: show proof of services rendered to the Party;
  6. militant commitment: show proof of contribution to the  Party’s influence;
  7. loyalty, faithfulness and discipline;
  8. caliber, ethics, credibility and competence;
  9. loyalty towards the institutions of the Republic. 
  • For the lists
  • consideration of the different sociological components of the  Division or the special constituency;
  • consideration of  minority groups;
  • consideration of women and youths;
  • compliance with the ideals of national unity and integration;
  • compliance with the general conditions of eligibility.
  •  Candidature file

The candidature file shall comprise, for either candidate, and presented separately, the documents required by the Electoral Code and those required by the Party.

  1.  Documents required by the Electoral Code
  2. five (5) copies of the nomination paper bearing the candidates’ authenticated signatures;
  3. a copy of the candidate’s birth certificate not more than three (3) months old;
  4. a certificate of nationality;
  5. a criminal record (bulletin no 3), not more than three (3) months old;
  6. a declaration by which the substantive or alternate candidate testifies, on his honour, that his name appears only on that list and that he is not the object of any of the disqualifications provided by the electoral law;
  7. a tax certificate or a tax exemption certificate;
  8. an attestation of  registration on electoral registers;
  9. an attestation of abode or residence in the council concerned,  issued by the competent  administrative authority;
  10. the original receipt of payment of deposit of one million (1000,000) CFA F;
  11. an attestation by which the CPDM sponsors the candidate.
  •  Documents required by the Party :
  • a nomination request issued by the General Secretariat of the Central Committee and duly signed by the candidates;
  • a C.V.
  • a photocopy of the membership card;
  • proof of contributions since the 2013 legislative elections;
  • proof of services rendered to the party;
  • a certificate of residence in the municipality issued by the competent administrative authority;
  • a disciplinary certificate issued by the President of the CPDM Section;
  • a statement on oath stating that you are only a candidate for the legislative election;
  • a statement on oath in compliance with the decisions of the Pre-selection and Nomination Committees.
  1. ORGANIZATION OF THE NOMINATION

The following bodies shall contribute to the nomination of CPDM candidates for the legislative elections:

  1. AT THE HEADQUARTER OF THE PARTY
  2. The Central Nomination Committee

Placed under the authority of the National President and organized at the Secretariat General, the Central Nomination Committee shall be responsible for:

  • the supervision of nomination procedures throughout the national territory;
  • the nomination of the Party’s candidates;
  • the Party’s ad hoc communication strategy;
  •  electoral dispute.

The Central Nomination Committee shall be composed as follows

  • President:
  • the Secretary General of the Central Committee;
  • Vice-Presidents :
  • the Vice-President of the Central Committee;
  • the Assistant Secretary General of the Central Committee;
  • the President of the WCPDM National Executive.
  • Members :
  • the Secretaries at the Secretariat General of the Central Committee;
  • the Vice-President of the YCPDM National Executive;
  • Former Secretaries General of the Central Committee.
  • Rapporteurs :
  • Advisers to the Secretariat General of the Central Committee.

In order to carry out its functions, the Central Nomination Committee shall comprise of:

  • a Technical Secretariat ;
  • a Sub- Committee for logistics ;
  • a Sub- Committee for communication ;
  • a Sub- Committee for Electoral dispute.

A Note from the Secretary General of the Central Committee shall organize the structures attached to the Central Nomination Committee and shall appoint  its members.

  • ON THE FIELD
  1. The  Regional  Control and Supervisory Committee

Constituted around the Central Committee Regional Permanent Delegation and installed in the Regional Headquarter, the Regional Control and Supervisory Committee shall be responsible for:

  • the control and  supervision of pre-selection  procedures at the regional level;
  • the reception of candidates’ consensual lists and the verification of  candidature files transmitted by the Divisional Pre-selection Committee;
  • the transmission to the Central Nomination Committee of the consensual  lists and verification of candidature files.

the Regional Control and Supervisory Committee shall be composed as follows:

  • President :
  • the Head of the Central Committee Regional Permanent Delegation or a personality appointed by the Secretary General of the Central Committee.
  • Vice-Presidents :
  • Members of the Political Bureau of the jurisdiction;
  • Personalities appointed by the Secretary General of the Central Committee.
  • Members :
  • Members of the Central Committee Regional Permanent Delegation;
  • Personalities appointed by the Secretary General of the Central Committee.
  • 1st Class traditional Chiefs of the jurisdiction who are militants.
  •  Rapporteurs :
  • Chargés de mission of the Central Committee Regional Permanent Delegation;
  • Militants appointed by the Secretary General of the Central Committee.
  •  The Divisional Pre-selection Committee

Constituted around the Central Committee Divisional Permanent Delegation and installed in the Regional Headquarter or in the special constituency, the Divisional Pre-selection Committee shall be responsible for:

  • the tasks to provide information to the militants on the organization of nomination and on the eligibility criteria for the legislative elections;
  • the analysis of individual candidatures as well as lists of candidates;
  • the candidatures summery and the drafting of candidates consensual lists;
  • the transmission to the Regional Control and Supervisory Committee of:
  • the consensual list ;
  • the verified files of candidates together with the summarised list of the documents.
  • minutes of the Divisional Pre-selection Committee signed by the President of the Committee and the Rapporteurs.

The Divisional Pre-selection Committee shall be composed as follows:

  • President :
  • the Head of the Central Committee Divisional Permanent Delegation or a personality appointed by the Secretary General of the Central Committee.
  • Vice-Presidents :
  • Substantive Central Committee members of the jurisdiction;
  • Militants who are members of Government and others of the jurisdiction;
  • Personalities appointed by the Secretary General of the Central Committee.
  • Members :
  • Presidents of the CPDM, WCPDM and YCPDM Sections Executive of jurisdiction;
  • Substantive Central Committee members of the jurisdiction;
  • Members of the Central Committe Divisional Permanent Delegation;
  • Members of the WCPDM and the YCPDM National Executive;
  • 2nd Class Traditional Chiefs of the jurisdiction who are militants.
  • Rapporteurs :
  • Chargés de mission of the Central Committee Divisional Permanent Delegation;
  • Militants appointed by the Secretary General of the Central Committee.
  1. MISCELLANEOUS AND FINAL PROVISIONS
  • No one shall be authorized to be a candidate both for the Municipal and Legislative elections;
  • No one shall be nominated as the Party’s candidate in the legislative election if he or she has been faced disciplinary sanctions since the last legislative elections, especially during the activities of the Ad Hoc Disciplinary Committee on 5 December 2013.
  • Particular care must be taken to ensure that candidates are registered on the lists of candidates based on the mixed member voting system, which includes a majority system and a proportional representation system.
  • The minutes submitted by the Pre-selection and Nomination Committee shall be supported by all the documents provided by the candidates.
  • Participation in a Pre-selection or Nomination Committee shall be incompatible with the candidate’s status in the electoral constituency concerned.
  • At any level, any member of a Committee shall suspend his activities in that Committee when the deliberations involve the candidature file of the spouse, the offspring or one of the siblings.
  • The candidates and members of the Pre-selection and Nomination Committee shall ensure that the documents required by law, bear the signatures of the competent authorities.
  • In order to keep the Party in line with the demographic and sociological developments in our country, it is strongly recommended :
  • to encourage the emergence of new figures, particularly in the case of candidates benefiting from parliamentary retirement;
  • to favour the spirit of  sharing.
